Bens perdidos e achados na Net

Os objectos perdidos que sejam entregues às autoridades poderão vir a ser "recuperados" através da Internet. A partir de Dezembro, quem tenha perdido um documento ou um objecto poderá pesquisar, através de um motor de busca, se este se encontra registado pelas forças de segurança, num sítio criado para o efeito. Ao utente, será pedido que preencha alguns campos que permitam a identificação do objecto - se a resposta for positiva, o sistema dirá ao utilizador onde poderá ser levantado o que foi perdido.

O Sistema Integrado de Informação sobre Perdidos e Achados (SIISPA) está previsto numa portaria ontem publicada em Diário da República. O secretário de Estado da Admnistração Interna, José Magalhães, adiantou ao DN que o sistema incluirá, ainda no mês de Dezembro, os dados dos objectos perdidos e achados relativos às cidades de Lisboa, Porto, Setúbal, Coimbra, Faro e Fátima. A partir de Janeiro, o arquivo digital será alargado aos demais distritos e às regiões autónomas.

De acordo com o que está definido na portaria, o SIISPA será partilhado pelas forças de segurança (PSP e GNR), sendo que parte da informação será de acesso limitado àquelas entidades. Uma limitação que visa manter condições de segurança para a reclamação dos bens, evitando que estes possam ser identificados e reclamados por terceiros.

A portaria ontem publicada unifica também os procedimentos entre as forças de segurança que lidam com objectos perdidos. Por exemplo, quanto ao destino de bens não reclamados. Em relação a documentos, o novo enquadramento legal estabelece que, decorridos três meses sobre a entrega à PSP ou à GNR, documentos como o bilhete de identidade, o cartão de eleitor e de contribuinte ou o passaporte são remetidos à entidade que os emitiu. O mesmo se aplica a cartões bancários.

Até agora, e no que se refere à região da grande Lisboa, o serviço de perdidos e achados estava concentrado na esquadra da PSP dos Olivais. É a própria portaria da Administração Interna que enuncia as condições de funcionamento deste serviço. A base de dados existente sobre bens recuperados "está instalada num sistema fechado, constituído por um computador central e dois periféricos. O sistema não está ligado ao exterior, não utilizando correio electrónico, nem dispondo de ligação à Internet". A esquadra recebe cerca de 400 chamadas por dia.

perdidos e denunciar um
crime no sistema de Queixa
Electrónica na Internet.
Os objectos ou documentos
entregues na GNR e na PSP
de Coimbra, Faro, Fátima,
Lisboa, Porto e Setúbal vão passar a constar de uma lista no
portal “Perdidos e Achados” - http://
perdidoseachados.mai.gov.pt—de modo a evitar deslocações
desnecessárias.
O objectivo é que este sistema esteja operacional em todo o
país até ao final do ano.
Por sua vez, o sistema “Queixa Electrónica” - http://
queixaselectronicas.mai.gov.pt— que permite aos cidadãos
apresentar queixas ou denunciar crimes às forças de segurança
pela Internet, funciona já para todo o país.
No Queixa Electrónica, serviço partilhado pela GNR, PSP e
Serviço de Estrangeiros e Fronteiras (SEF), os cidadãos podem
apresentar denúncias de natureza criminal, incluindo queixas-
crimes.
Ofensa à integridade física simples, violência doméstica,
maus-tratos, furto, roubo, burla, extorsão, tráfico de pessoas
e lenocínio são alguns dos crimes que poderão ser denunciados
na Queixa Electrónica.
As duas iniciativas integram-se no programa SIMPLEX, que
visa a simplificação de procedimentos administrativos.
